The Wisconsin Telecommunications Relay System (WTRS) is a state-funded telephone service that provides a vital link for effective telephone communication between people who are Deaf, Hard of Hearing, or Speech Disabled and standard telephone users. WTRS offers various features including TTY-Voice relay, Voice Carry Over (VCO), Hearing Carry Over (HCO), Speech to Speech (STS), and Spanish Relay.
